According to the diagram given, at 4th minute, the concentration of the A+B is same as C+D. But then their concentration keeps changing, c and D increase while a and b decrease). This tell you that the reaction is more towards right hand side i.e. rate of c+d formation is greater than the rate of formation of a+b. So these 2 reactions are not in equilibrium. at the 14th minutes, c+d concentration and a+b concentration become constant. This means the forward and backward reaction are in equilibrium.
