About the first part: it's the second one, because you're taking a square root of it. If it's negative, there is no square root of it among the real numbers, so there is no solution, if it's zero, then there is only one soluton and if it's positive, then there are two: -sqrt(b^2-4ac) and sqrt(b^2-4ac). See how they both squared give b^2-4ac. (Look and the equation describing the roots of a quadratic equation if you don't understand.)
