It is in the for y=a(x-h)^2+k Where a is the vertical compression or stretching and k is the vertical shift and h is the horizontal shift.

Use wolframalpha to look at the graph of y=x^2 and so this graph is compressed by 1/2 units shift (horizontal) to the right 3 units and shifted (vertical) up 2 units
