No. You haven't really defined "strength," but a reasonable definition, which would be the concentration of H+ ions, would imply that the "strength" of a solution with pH 1.5 is 1000 times greater than that of a solution with pH 4.5. pH is a logarithmic scale, like the Richter scale for earthquakes. Each unit increase in pH means a tenfold increase in H+ concentration.
