Suppose some object is moving. Is all velocity constant for an object unless it experiences acceleration/deceleration?

yup. velocity of a moving object is always constant if there is no acceleration. But, remember, that both these quantities are vectors. So, if a body is moving with constant speed (ie. magnitude of velocity), but its direction keeps changing, then that body is said to be accelerating and its velocity, in this case, is not constant.
Velocity remains constant.
That's true only when the frame of reference is inertial.
ah, yes. as Ziad pointed out, our frame of reference should be inertial.
