Why is a carbon-carbon double bond considered nucleophilic?

Nucleophilic (Nucleus loving) means something that is capable of donating a pair of electrons to an electrophile (electron loving) in order to form a chemical bond between two atoms. The premise of the bond formation requires something that is attracted to a nucleus (hence the nucleophile) and something that is attracted to electrons (electrophile), a nucleophile this donates the electrons needed for the electrophile to form a association between the two atoms. Now look at the electron density of double bonds, is there something that allows the formation of a new association between the carbon atom and another atom?
