Look at the equation above. Speed is directly proportional to distance assuming time is held constant. So when distance goes down, speed down. When distance goes up, speed goes up.

Let me put it another way: Since distance is in the numerator on the right, when it goes up, the value of the speed must go up because the value of the fraction on the right went up. And vice-versa. So yes, the speed will go down you decrease the distance. You can also think of it practically: It it takes you 1 hour to go 1 mile you are moving at 1 miles/hr. If it takes you the same amount of time to go half that distance, your speed is now 1/2 miles/hr.
