it ionizes multiple ways: \[H_3PO_4 \rightarrow H^+ + H_2PO_4^-\]\[H_3PO_4 \rightarrow 2H^+ + HPO_4^{2-}\]\[H_3PO_4 \rightarrow 3H^+ + HPO_4^{3-}\]
