(It is important to add concentrated acid or base to water, rather than the other way, to minimize splashing and maximize safety.)

I'm not sure if I get this right. Consider: 35.0 mL of concentrated perchloric acid (70.5 % by mass, density 1.67 g/mL) Mass of 35.0mL of solution = 1.67x35.0 = ... Mass of concentrated perchloric acid = (...)(70.5%) = xxx No. of mole of concentrated perchloric acid = xxx/ molar mass of perchloric acid = yyy Concentration = yyy/2000 mL = your answer!
