Carbon already has 6 electrons, so it has a full 1s2 and 2s2 orbitals, and a (partially full) 2p2 orbital. Carbon can therefore completes its octet by gaining 4 additional electrons in the 2p orbital, meaning that its outermost orbitals (2s2 and 2p6) will be filled.
