It is because percent is just a unit that means out of 100, we convert it to % because people like big round numbers. Just say you had 2grams of gold in a mass of 10grams to find the ratio of gold to total mass we divide to see how many times 10 will go into 2 2/10 = 0.2 Now if we have any larger amounts of mass that have the same composition of gold we can just multiply it by 0.2 to figure out how much gold is in the mass because we know it takes up 20% of its composition If you take the ratio of say the entire mass over the entire mass, how many times 10 will go into 10 10/10 = 1 we see that the ratio is out of 1, we multiply it by 100 and we get 100% thus which makes sense
