However to get it parallel? I was thinking using y-y1=m(x-x1) ???

so the new line will also have same slope,just find m first and put (x1,y1)=(-2,5) in your equation,and u will get the equation of the line

oops I forgot to change it into slope intercept form
if you have 2x - 3y = 6... make 3y the subject...
