This again. OK, first of all, BrF5 reacts explosively with water, so its solubility is a bit of a purely theoretical issue. If you actually mix BrF5 and water, you get a big bang and no more BrF5. But in THEORY BrF5 out to be somewhat soluble because the F is substantially more electronegative than the Br, and the structure is square pyramidal, with one F pointing up from a square of four Fs with the Br at the center. That off-center F will pull electrons toward it, resulting in a dipole moment for the molecule.
