I figured it out, the answer was 10. Basically you just estimate as close to x = 3 and y = 18 as possible. So x = 2.9 is a good estimate for y = 17. So then (y2 - y1)/(x2-x1). (18-17)/(3-2.9) = 1/.1 = 10.
