Law of conservation of matter states that matter cannot be created nor destroyed, it will only transform into different types of matter. It also states that when matter changes form, the "amount" of matter remains the same since matter is "conserved"
If there is a chemical transformation, matter is conserved, but the amounts of matter (a.k.a. number of moles) will vary, as they are relative to the chemical substance concerned. In the case of a physical transformation, such a change of state, then the same molecules or compounds are present in equal amounts before and after the transformation, since no change of chemical nature will take place.
