Electronegativity is a measure of how strongly the nucleus of an atom pulls the electrons in the outer electron shell. When those outer electrons are shielded from the nucleus by many inner shells of electrons (as in atoms with many protons) and when they are a long way from the nucleus, they are not so affected by the nucleus. It doesn't hold onto them so tightly...
