why are interhalogens unstable?

Who says they are? Some are, some aren't. Generally, you'd expect them to participate vigorously in redox reactions, because all the halogens are excellent oxidizers. You might say all halogen atoms that aren't -1 anions are quite hungry for additional electrons, so any chance they get to rip some off a less electronegative atom, they'll take.
