Using coulumb's law, why are water molecules attracted to both positive and negative ions?

Because a water molecule is a dipole. One end has a positive charge, and the other has a negative charge. So it goes both ways, so to speak, and can have a good interaction with both positive and negative charges, just by rotating 180 degrees.
