You mean between Chlorine and Oxygen?
YOu should draw the lewis structures of chlorite and perchlorate, include resonance structures and see how many structures with double and single bonds. The ion with more resonance structures with double bonds will have a higher chlorine-Oxygen bond order. Does that make sense? Start with the Lewis structures.
