I agree with Jaccy on picking (B). One effect that the Tariff of 1828 and the Smoot-Hawley Tariff passed in 1930 was that trade cooled between the US and other countries -- such as those in Europe. Because imports were so expensive, fewer people opted to buy them. And because fewer people were buying imports, exporters cut back on what they shipped, and so on. It was great for domestic goods, on the other hand, though it didn't necessarily aid manufacturers in the US in reaching new markets elsewhere, either.
