How would you calculate the Zeff of Ti? Would the 4s2 electrons be included because those electrons come before the 3d ones of the actual shape

No. As soon as they're occupied, the 3d orbitals sink below the 4s. That's why the first electrons you lose when you ionize Ti would actually be the 4s electrons. Ti+2 is [Ar]3d2 not [Ar]4s2.
