What is the principle of paper chromatography( also thin layer chromatography) when a more polar solvent is added, the one with higher Rf value is more polar or less polar?

Paper chromatography separates mixtures by their difference in solubilities in a given solvent. So if a more polar solvent is added, the one with the higher Rf value traveled more, so should be more polar

why would ethonal be used more instead of water? does this have to do with polar and non polar substances?

i would say because it evaporates faster than water
