Okay. So we have four elements: Lithium, Carbon, Flourine, and Neon. And we have to choose the most stable element. Let me give you a hint for this question: The more electrons that the element has, on its outer shell, the more stable it is. Take a look at your picture. One of those elements has 8 electrons on its outer shell. If an element has 8 electrons in its outer shell, then it won't react well with any other element. And that's what makes it the most stable element.
