I got that there are 18 total valence electrons and 1 nonbinding electrons. However, what Im mostly confused about it why there is a double bond between the O and the N. I had initially drawn it as just single bonds between all the 3 atoms and a nonbinding electron on Br. I thought it Br was the central atom b/c it was least electronegative.
