I would say false. pH is defined by the concentration of hydrogen ions in a solution, although this is inversely proportional to the concentration of hydroxide ions in the same solution. pH is the -log[H+] (negative log of the hydrogen ion concentration). If you want to look at hydroxide ions, there is a measure called the pOH, which is -log[OH-] (negative log of the hydroxide ion concentration). The pH and pOH of a solution always add up to 14. eg a solution with pH2 has a pOH of 12
