why -OX is more basity than OH?

Not a 100% on this, but according to the Bronsted-Lowry definition of acids and bases, an acid is a good proton "donator" and a base is a good "acceptor". -OX (X being a halogen) is a more electronegative group than -OH, so will have a greater negative charge. This makes it a better proton acceptor. If you need more specifics i can look into it for you, just means i will have to dig out my Organic Chem notes :P

Sounds to me like inorganic to me. I see no carbon. But your reasoning is correct, brendan :)
