polarity is dependent on the idea of electronegativity. chlorine is more electronegative than sulfer, and therefore, exerts a greater pull on electrons. By this argument, can you make a conclusion?

Nitrogen has ONE lone pairs when bonded to 3 chlorines. Oxygen has TWO lone pairs when bonded with 2 chlorine atoms. Think of it as which molecule might exert a lower bond angle.
