"Basicity" of an acid is not a term used in my country. What can be said, is that H3PO3 - Phosphorous acid - is NOT a triprotic acid as it may seem. Instead it is diprotic, so it will react twice with bases to form moderately alkaline solutions. For details of the shape of the molecule, and why it is not triprotic: http://en.wikipedia.org/wiki/Phosphorous_acid
