In order to determine slope you require two points.

For each point there is an x and y. In this case your x = 40 and your y = 1. The y axis being height and the x axis being width on a 2 dimensional graph.
y(1)=40x
If you graph (1,40) on a graph it will generate a point not a line. Since there is no angle there can be no slope.

assuming you are staring at the origin, if y=40x, than 40 will be the slope... if thats what your asking

Slope is a gradient of a line describes its steepness, incline, or grade. (40,1) indicates a point not a line.
if they gave you y=40x, 40 would be the slope regardless, but I'm not sure if that is the question or not...
