Either dilute or concentrated. Saturation means you can't dissolve any more solute in a solvent, and that depends on its solubility in the solvent. If the solute has a low solubility, it will take only a little solute before the solution is saturated and the concentration of the solute in the solution will be low. If the solute has a high solubility, more solute can be dissolved before the solution becomes saturated and the solution will be more concentrated.
