Why does the time average of a function that varies rapidly go to zero

That's not necessarily true, as stated. The rapid variation, per se, only speaks of change and not of level. You could have rapid variation of volts around a level of a million of them, but the time average wouldn't be zero. Was there any other constraint here ?
