Can anyone explain to me why surface tension and viscosity increase with decreasing temperature?

OpenStudy (aaronq):

imagine you're holding hands with someone and you're both walking, you'll probably remain holding hands right? now, imagine you're both running, its more likely that your hands will break grip. Same thing wit molecules, intermolecular forces which keep em held together and are responsible for surface tension and viscosity, which would be analogous to holding hands. So as you decrease temperature you decrease their kinetic energy, therefore are better at keeping together.

I like the analogy. Thanks for the help.
