The atomic number of oxygen is 8, because it has 8 protons in its nucleus. In an elemental, neutral atom of oxygen the number of electrons will match the number of protons. They'll have a one-to-one ratio. There are 8 electrons in a neutral oxygen atom. Note that oxygen can become an ion under certain circumstances, and we need to specify the neutral atom to state how many electrons there are in oxygen. An oxygen atom has always 8 electrons. Unless it's an ion where it picks up or loses electrons and carries a charge. In one oxygen molecule (O2) there are 2*8 = 16 electrons.
