I think it is \[y=\frac{ 3 }{ 4x-12 }\]
We can rewrite this one as:\[y=3 \cdot \frac{ 1 }{ 4(x-3) }=\frac{ 3 }{ 4 }\cdot \frac{1}{x-3}\]Do you know what the factor 3/4 does with a graph?
It shrinks with respect to the x-axis. This means, if your original graph went through, say, (2, 10), the new grapg goes to (2, 7.5). Every point gets closer to the x-axis, the distance to it only 3/4 of what it was. Hope you understand :)
So you also understand that the graph has moved 3 units to the right! To be honest, I do not understand the second part of the question either :(

What about f(x)=1/(x²+1) ? It is a rational expression, and x²+1 is always positive, so there is no chance of division by zero, so no vertical asymptote!
