In each case, the outermost energy level has 2 electrons in the s sub-level and 1 electron in the p sub-level. There are 3 total electrons in the outermost shell. Atoms will try to bond in a way that will "complete" their shell (have 8 electrons in the shell). They will either gain enough electrons to get a complete octet, or lose all the electrons in that shell so the next lower shell (which already has a complete octet) will become the outermost shell. It is easier for an atom to lose 3 electrons than to gain 5. After losing 3 electrons (negative charges), the overall charge on the atom is 3+. (The atom is now called an ion because it has a charge.)
