1. If the degree of the numerator is less than the degree of the denominator then y = 0 is a horizontal asymptote. 2. If the degree of the numerator is equal to the degree of the denominator then y=coefficient of leading term of numerator/coefficient of leading term of denominator is a horizontal asymptote. 3. If the degree of the numerator is greater than the degree of the denominator, there is no horizontal asymptote.
So in your case, x is the leading term in both numerator and denominator. So the degrees are equal. Also both have coefficient 1 and 1/1 = 1 so y =1 is the horizontal asymptote.
