find how many moles of sodium hydroxide you need to have that concentration. Molarity = moles of solute/L of solution then you can convert that into grams if you'd like. introduce that into some sort of volumetric or graduated flask and dilute to the volume asked, 2000 mL.

to standardize the solution you would titrate an acid of a known concentration and volume, and ensure that you have however many moles in your standard as you thought.
