Water is a really good conductor of electricity. If you touch your wet hands to an electrical outlet or item with a stream of electricity running through it, the live current can cause electrocution.

only pure water does not conduct electricity becoz there are no free charges in pure water

the ions in pure water are insignificant (1.0x10^-7) for it to be a good conductor or electricity. Add ions e.g. salt and bam electrocution.

they tell you to not plug an appliance when wet because tap water is not pure water, there are ions in it, as well as on your body.
