I would hope my students would disagree with that notion. The chemical properties are based on the number of electrons in the outermost energy level, particularly the number of paired and unpaired electrons. For instance, the similar behavior of N, P, and As form similar compounds because they each have three unpaired electrons in a p-sublevel.
