They both need to be heterozygous because 1 allele from the each of parents gametes is combined. Lets say b is the allele for albino and B is the allele for normal pigmentation. Homozygous combinations would be bb or BB. Because B is dominant, the offspring needs to be homozygous bb to express the albino condition. Parents are both heterozygous Bb. When you combine Bb x Bb, 25% of the offspring would be albino. Parents can't be homozygous because they would express the condition too.

C says that "both parents must be heterozygous." That means that each of the parents has this genotype: (A a) In order to be an albino, you would need to have this genotype: (a a). The child got one lowercase ( a) from his dad, and one lowercase ( a ) from his mom. Because of this, the child has this genotype: (a a). And that means he's an albino child.
