aight so oxygen will always have an oxidation number of -2 except for peroxides (but this isn't a peroxide). you must memorize this So this means that 4 oxygens will have a total oxidation number of -8. Keep in mind sulfate has a minus two charge overall so the oxidation number of the sulfur must be +6 to compensate. To determine the Cu, you know that the sulfate has a -2 overall and the overall compound has 0 overall. This means Cu must have and oxidation state of +2.
