The total pressure at equilibrium is 190 mmHg and the compound is found to be 34% disassociated. What is the value of Kp?

you've got a balanced reaction, so you can set up a general equilibrium expression, Kp. You know that 34% of the NOBr has dissociated, so 66% must be left behind at equilibrium. You can use this info to plug in a set of values for the equilibrium concentrations, and solve for Kp
