Since E field is upwards ,therefore upper plate is at lower potential than the lower plate.. Let the potential of upper plate is V. Magnitude of potential difference between the plates = -4-V E = (-4-V) / 4 mm Put the given value of E and find V.

Wait, it should be -22. With -10 ,we will get only 1000V/m electric field.
