Ka value gives u the strength of acidity Sort by power of 10; -2 is strongest acid, -5 is a weakest one now can you tell it :)

noo it will be still acidic :) but not strong acidic the value they have mentioned is the ka value for phenol :) now can you tell what is phenol acidic , basic , neutral :)
