Yes, homogenous mixtures are substances that are in the same phase. The elements are evenly distributed in the mixture. For example if you dissolve salt in water, the salt becomes aqueous. Both the water and the salt are in the same phase so the mixture is homogenous. Muddy water is not homogenous. The water is aqueous but the mud is still solid. Concrete is also not homogenous because the elements are not distributed evenly. Glass however is homogenous. It was once liquid before it was solid glass. In that liquid, the elements were evenly distributed because they dissolved in the mixture. Chicken noodle soup has solid noodles in it :P I guess you can imagine why ice cream isn't homogenous either.
