it will be 1 bcoz one is large excess :) then rate depends on the limiting reagent/reactant which is inless quantity

solution says,a 2nd order reaction gives first order kinetics if one of the reactants is taken in excess..

yaaa it s right its second order but gives first order bcoz of the conditions :)
