If the population decreases by 11% per year, then the population each year is 89% of what it was the previous year, or .89 times the previous year. So, after one year the population will be (.89)(1750). After the second year it will be 89% of that or (.89)(.89)(1750) and so on. So after 10 years the population will be: \[(.89)^{10} \times 1750\]
1750*((89/100)^10) apply the compound interest formula

You can evaluate .89^10 on your calculator and then multiply it by 1750 which is the initial population.
