b) is absorption spectrum while c) is emission spectrum
but the answer is a
lines should be due to excitation of electrons....if they were just due to energy, any random motion of energy which generates energy (however small) should give you lines of spectrum... maybe they have got some other explanation :O . You should check with your teacher I guess....

I would say the question is incompletely framed , as atomic spectrum can be either absorption spectrum or emission spectrum. How can it be option a) ? I agree with the answers of maddyx. maddyx rocks
well any lines seen are a result from the relaxation of electrons, but the characteristic lines of an atom correspond to the wavelengths specific for the energy released during the relaxation.
