Let us assume there is a problem of wording in the problem and in both cases refers to average score of the 100 students who, by the way, have been chosen randomly. If it is the case, I get for x=541.4 a P-value =0.0505>0.05, therefore it is not statistically significant (we fail to reject null hypothesis) and we may assume the 100 students still keep the characteristics of the population and may conclude that the improvement program has not worked out. For x=541.5, I get a P-value=0.0495<0.05 and that is statistically significant , which means we may reject the null hypothesis and conclude the improvement program has worked out. Rejecting the null hypothesis means we might support the claim that this 100 students belong to a population with mean>525. This would be a normal problem but in my opinion is too borderline as we have to be accurate up to the fourth decimal place in order to tell significances apart. That is why I think it is a tricky (fishy?) one Does it make sense to you?

Just for your information. From Maths point of view is correct, however, the fishy thing is that according to the wording of a), having all students with exactly the same score means a Standard deviation of zero, which is not likely to happen no matter how good the program is.
