oxygen atom has a slight negative charge and the hydrogen atom has a slight positive charge... Hydrogen bonds are formed between the negatively charged oxygen atom and the positively charged atoms of other water molecules in their liquid state..

the explanation is that because Oxygen is more electronegative than Hydrogen, thus creating the slight polarity
